The Rural Electrification Policy notified by the Ministry of Power, Government of India vide no. 44/26/2005-RE (Vol. II) dated 23rd August,2006, aims at achieving following goals:-
1. Provision of access to electricity to all households by year 2012
2. Quality and reliable power supply at reasonable rates
3. Minimum lifeline consumption of 1 unit per household par day as a merit good by year 2012

The policy also envisages that for the purpose of rural electrification, a village would mean a census village. Accordingly, the plan is prepared based on available data of 2001 census and only the villages/habitations having more than 100 households have been included. The plan will need to be updated after the 2011 census data is published. Further, there is frequent migration among the population in Assam because of river erosion, jhum cultivation etc. As such the RE also needs update periodically.
A comprehensive programme viz. Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) has been launched by the Central Government to achieve above goals.

Also, the Ministry of New and Renewable Energy (MNRE), Government of India has undertaken implementation of remote village electrification through Non-Conventional Energy Sources.
The Government of Assam has already decided that RGGVY shall be implemented by two agencies viz. (1) Assam Electricity Board in 16 districts, (2) Power Grid Corporation of India Limited in 6 districts and (3) Kokrajhar partly by ASEB and partly by Power Grid.

Two agreements viz.

(1) A Tripartite Agreement between Government of Assam, Assam State Electricity Board and Rural Electrification Corporation Limited, and

(2) Quadripartite Agreement between Government of Assam, Assam State Electricity Board, Power Grid Corporation of India Limited and Rural Electrification Corporation Limited have been signed in this regard.

The Government of Assam has already notified the constitution of District Level Electricity Committee vide notification no. PEL.166/2003/Pt-I/20 dated 14/12/2004 with the following members:-
i) Deputy Commissioner of District - Chairman.
ii) Addl. D. C. (Development) - Member.
iii) Superintendent of Police - Member.
iv) Chairman/Executive Member of Municipal Board/T.C - Member.
v) Chairman, Zila Parisad - Member.
vi) All MLAs of district - Member.
vii) CEO of Electrical Circle concerned - Member Convenor.

The Committee will look after the following matters:-
a) To-co-ordinate and review execution of electrification in each district.
b) To review the quality of Power supply and consumer satisfaction.
c) To promote energy efficiency and conservation.
d) To look into the issues of Rural Electrification at District level as well as implementation of RGGVY schemes in the District.

The Chief General Manager (RE), ASEB has been nominated as the Nodal Officer to coordinate with Government of Assam and REC Limited in respect of RGGVY works. Also, it has already been decided by the Government of Assam that remote village electrification in the state, through non-conventional sources of energy, shall be implemented by three agencies viz. (1) Assam State Electricity Board, (2) Assam Energy Development Agency and (3) Forest Department.
