The flood management works carried out by the Water Resources Department are under two tier monitoring system. The works funded under different head are monitored by different extra departmental Authorities / Agencies as designated. In addition, the department has its own Quality Control and Monitoring wing which monitors all the flood management schemes in the state.
Extra Departmental Supervisory/ Monitoring Agency
(i) For schemes under Flood Management Programme
Brahmaputra Board is entrusted by the Govt. of India to monitor all the schemes taken up under Flood Management Programme.
(ii) For schemes under State Disaster Relief Fund (SDRF)
The Deputy Commissioner of the district monitors the schemes under SDRF in addition to departmental monitoring.
(iii) For schemes under ACA/State Plan
District Level Committee headed by Deputy Commissioner as Chairman and members from different engineering and other department monitors the quality and execution of works.
(iv) For NABARD sponsored Schemes
The schemes executed from the funding from NABARD also monitored and field verification done by NABARD official before releasing final installment.
Departmental Quality Control and Monitoring
The Water Resources Department has a Quality Control wing headed by a Chief Engineer for proper monitoring and quality control of works. Under the Quality Control wing, there is a separate cell for internal monitoring of flood management works. The Quality Control wing monitors and conducts quality check of all flood management works in the state.
