The Water Resources Department is headed by the Secretary to the Govt. of Assam. The Secretary is assisted by 2(Two) Chief Engineers and 8(eight) zonal Additional Chief Engineers. The Additional Chief Secretary to Govt. of Assam looks after the affairs of the Department. The Department has 2(two) wings i.e. Civil and Mechanical wing. Under the Civil wing there are 28 (twenty eight) Divisions and 10 (ten) Circles responsible for execution of flood management works in the state In addition, under the Civil wing there is an investigation wing which is headed by an Additional Chief Engineer and has 1(one) Circle and 4(four) Investigation Divisions (2 divisions partially). Also there are two Research Divisions.

The mechanical wing is headed by an Additional Chief Engineer and has 1(one) Circle and 4(four) Divisions.

The Water Resources Department has the following Boards for Administrative clearance of flood management schemes

  1. Assam State Brahmaputra Valley Flood Control Board (ASBVFCB) (For Brahmaputra Valley)
  • Cachar Flood Control Board (CFCB) (For Barak Valley)

The Water Resources Department has also the Technical Advisory Committees to examine the technical aspects of flood management schemes for recommendation for implementation. There are 2 (two) Technical Advisory Committees, one for Brahmaputra Valley and the other for Barak Valley.
