The Report of the Assam Pay Commission 2008 headed by Shri Bhaskar Barua and the report of the Committee headed by Shri H.S. Das constituted to examine the Pay Commission Report were considered by the Cabinet. 

After detailed discussion the Cabinet decided to accept the pay bands and grade pays as recommended by the Pay Commission. 

Against the Pay Commission’s recommendation of automatic annual increment of  1% of basic pay and 2% increment based on performance, the Cabinet approved automatic increment @ of 2 % of basic pay and 1 more per cent on the basis of performance. 

The Cabinet further decided to continue the existing arrangement of  paying  Dearness allowance at the same rate as the Government of India. Dearness allowance at Central rate will be applied on the revised pay as on 1.1.2006 with subsequent doses of increase in D.A. rates up to date and will be paid after adjusting the interim relief.

The revised pay structure shall be effective from 1.4.2009 but the revised pay to the employees shall be fixed notionally as on 1.1.2006. The revised pay arrears from 1.4.2009 will be paid through bank accounts of the employees and pensioners in one installment.  

As regards any arrear due to pay revision from 1.1.2006 to 31.3.2009 a decision will be taken after taking into account the recommendations of the 13th Finance Commission which is expected any time now. 

As regards House rent the Cabinet approved the following.

Employees serving in other places in Assam and residing in rented house
12 % of basic pay with minimum of Rs.1000/- and maximum of Rs.4800/- per month.
Employees living in own houses anywhere in Assam
10% of basic pay with maximum of Rs.4000/-per month.
Employees serving on places outside North East Region
At the rate admissible to Central Government employees or State Government employees, whichever is beneficial to them.

Medical benefits will continue as at present. 

Daily Allowance and Hill and Remote Area allowances etc. have been enhanced considerably. Cabinet also approved a package of Special Allowances for physically challenged employees. 

The Cabinet viewed that pay band and grade pay system being new one introduced in the State for the first time, some anomalies may come to light in course of implementation of the Cabinet decisions. It was therefore, decided to constitute an Anomaly Committee to address anomalies that may be reported. 

All past pensioners will be allowed fitment benefit equal to 40% of the pension. The increase will be allowed by taking into account the effect of conversion of 50% of Dearness Relief as Dearness Pension. Consequently, Dearness Relief at the rate of 86% of pension has been taken for the purpose pf computing revised pension as on 1.1.2006. Employees will be entitled to full pension after completion of 25 years of service. 

The full report of the Assam Pay Commission Report 2008 and Report of the Committee constituted to examine the Pay Commission’s Report will be released and placed in the public domain immediately.

After today’s Cabinet decision Finance Department will now have to notify the Revision of Pay  ( ROP) Rules and other procedural details so that the State Government employees and pensioners can draw their  pay and pension at revised rates during the current financial year itself. 

The State Government also decided today to constitute a Pay Committee for revision of pay and allowances of the employees of State Level Public Enterprises with Shri S.C.Das IAS, Principal Secretary, Home and Political as Chairman. The Committee will submit its report with 3(three) months.

Assam Chief Minister visits Galgotias Business School in Uttar Pradesh

Dispur, December 17: Assam Chief Minister Tarun Gogoi today visited the Galgotias Busniness School situated in Uttar Pradesh under Goutam Budh district. The entire campus is
spread over a sprawling 19 acres of land and is known broadly as knowledge park. The driving force of the Galgotias Educational Institution is that it is a high level world class academic and quality research institution with dedicated team of core faculty members drawn
from academic as well as industrial background.

In his arrival in the Galgotias Business School in the morning today the Chief Minister was given rousing welcome and warm felicitation by the school management. On his maiden visit to this institution a brief meeting was held at the school auditorium where all teachers and students were gathered. In his speech the Chief Minister Tarun Gogoi expressed his great satisfaction by seeing the well planned scenario in the campus. He said that it is a most planned project city where excellent academic and industrial environment and facilities are available. He further said that the Assam Govt. is considering to set up this kind of knowledge
park in Asam. Referring the employment avenue for the school drop out boys and girls of Assam Gogoi said that this type of institutions will certainly give an opprotunity to them for taking technical training in different streams and make them suitable for technical jobs. In the
present context of global economic order and rapid technical advancement the right type of education is highly essential he said.

The meeting was also addressed by Suneel Galgotia, Chairman of Galgotias Education Institutions, Prof. (Dr.) Renu Lotha, Director, Galgotias Business School. The Chief Minister was accompanied by his wife Doli Gogoi and Resident Representative of Assam Bhavan M.G..V. K. Bhanu.

CM discusses with Defence Minister

Dispur, December 16: Chief Minister Tarun Gogoi today called on the Union Defence Minister A.K. Antony in his office chamber at Shastri Bhavan and discussed the matters relating to insurgency problem and infrastructure development in Assam.

During the discussion the Chief Minister informed the Defence Minister about the recent arrest of hardcore top ULFA leaders and situation arising out aftermath of their nab. The issue of next course of action to be taken by both the State and Central Government to bring ULFA to the table of discussion was another important subject between the Chief Minister and the Defence Minister. Praising the role of the army in tackling the insurgency problem in the State Chief Minister Gogoi urged upon the Defence Minister to provide more funds to develop the international border areas particularly in road communication sector. In his reply Defence Minister Antony assured the Chief Minister that his Ministry will give top priority in infrastructure development in the bordeing areas as well as in the defence sector within the State.

Chief Minister Gogoi today paid a courtesy visit to the Union Law Minister M Veerappa Moily in this office at Shastri Bhawan and also visited the Assam Emporium, New Delhi which was gutted by a devastating fire in the last week.

On December 15 Chief Minister Gogoi had a discussion with DONER Minister B. K. Handique in his residence at New Delhi regarding permanent rehabilitation of the refugees of Kokrajhar and other districts by providing them IAY houses, issue of one time grants etc. The Chief Minister urged upon the DONER Minister Handique to provide fund from the DONER Ministry after receiving specific modalities and projects from the state Government

India needs another green revolution: noted economist Dr. Nirupam Bajpai 

Dispur, December 8:  India requires yet another green revolution to make its economy vibrant and resilient, said Senior Development Adviser and Director South Asian Programs, Centre on Globalisation and Sustainable Development, the Earth Institute at Columbia University, USA, Dr. Nirupam Bajpai while delivering a lecture on Challenges of Growth and Sustainable Development in India at Assam Secretariat conference hall here today.

      Dr. Bajpai said more focus should be on research and development on specific crops to step up the agricultural production. “India is an agrarian country and the focus has to be on agriculture,” he said.

      The noted economist said that India has to focus more on the manufacturing sector vis-à-vis labour intensive ones and exit policies to absorb the ever increasing workforce. “70 per cent of India’s population is under 30 years of age and they have to be absorbed in sectors like manufacturing which have more potential than any other sectors,” he said.

      He said that the health sector has to go a long way in meeting the basic health care needs of the burgeoning population of 700 million people of whom 200 million are below the poverty line. “It’s unfortunate that one per cent of national income is spent on health in India. That has to be reversed. It has to be in the region of three percent from the public sector and two to three percent from our own pockets,” he added. In this context, he said cardiovascular and diabetes are increasing at a fast pace and efforts must be made to arrest the upward trend or else ‘we have to pay a heavy price for it’.

      He underscored the need to focus on urbanization which according to him acts as a catalyst for fast growth. “”We have to build more mid towns and satellite townships to accommodate our urban populace,” he said.

      Dr. Bajpai said another challenge facing India and the entire world is climate change. “As climate change will have an impact on India, we have to go in for technology that lessens the impact that we have already wrecked havoc to our environment,” he said. He advocated the view that India has the right to ask for money and technology from the West for the havoc that they have wrecked on nature.

      The noted economist said the archaic labour laws in India were acting as stumbling blocks to development. “The labour laws of the land are not in tune with the times and they are very restrictive in nature. These laws have to change for the good of the country in terms of development,” he noted.

      He said that the States must develop on its own potential and resources available. “Each State must grow on its own resources if the country has to flourish and prosper,” he added.

      He advocated for developing the non-conventional sector in a big way. “Solar energy must be harnessed as well as wind energy to its optimal level,” he asserted.

Speaking on the occasion, Assam Chief Minister Shri Tarun Gogoi said that the Government is giving more thrust on creating employment opportunities as it has one of the factors for fuelling insurgency. He said that his Government has given top priority to building a network of roads and bridges to bring the rural areas closer to the towns.  “Connectivity is a must for economic development and that is what our Government has been doing all these years,” he pointed out.

      The Chief Minister said that the Government is for providing amenities available in towns to the villages. “If we can provide the facilities available in towns to villages, then there will be no migration of people from villages in search of green pastures,” he added.

      Shri Gogoi said that the Government has given added thrust on employment oriented education. “Right type of education and training has to be imparted to upgrade the skills of the people,” he said.

      While lauding the efforts of Dr. Bajpai, Shri Gogoi said that the Assam Government would work in tandem with him for sustainable development in the State. He revealed that Dr. Bajpai would work towards poverty alleviation and rural health sector in five districts of the State.

      Earlier, in his welcome address, Minister for Health, Dr. Himanta Biswa Sarma gave a brief introduction of Dr. Bajpai and his activities to promote sustainable development.

      The lecture was followed by an interactive session in which Dr. Bajpai answered to a volley of questions with élan and finesse.

The lecture was attended by several ministers, senior bureaucrats, intellectuals and academicians from several educational institutions.

      The Chief Minister presented mementos and books to Dr. Bajpai on the occasion.

ADB approves US$200 million for Assam power sector 

Dispur, December 8: Asian Development Bank (ADB) has approved a financial assistance for US$ 200 million under the Assam Power Sector Enhancement Investment Programme.

      This was disclosed by Union Finance Minister, Shri Pranab Mukherjee in a letter to Assam Chief Minister, Shri Tarun Gogoi.

      Shri Mukherjee further pointed out that apart from the loan, ADB will also provide a grant of US$ 1 million for capacity development of the power sector utilities viz., APGCL, AEGCL and LAEDCL.

      Shri Mukherjee appreciated the active participation and cooperation of the State Government for quick completion of the entire process of loan approval.

      The project has some innovative features like franchisee based distribution, off grid electrification with renewable energy, reduction in CHG emissions through efficiency gains. Shri Mukherjee said these innovative features were appreciated during consideration of the proposal by the Board of Directors of ADB.

      The Finance Minister hoped that the State Government under the leadership of Shri Gogoi would spare no efforts in implementing the project in time so that the desired benefits were fully realized.

Dr. Nirupam Bajpai  to  visit Assam from Dec 8 

Dispur, Dec 6 : Dr. Nirupam Bajpai, Senior Development Adviser & Director, South Asian Programs, Center on Globalization & Sustainable Development, the Earth Institute at Columbia University will be visiting Assam from December 8 to December 10, 2009 at the invitation of Assam Chief Minister Tarun Gogoi. He will visit a few places outside Guwahati to have a first experience of the development activities. Further, he will deliver a Lecture onChallenges of Growth and Sustainable Development in India” on 8th December 2009 at the Conference Room of Assam Secretariat and interact with political leadership, senior bureaucracy, academicians, business community etc. 

      Dr Bajpai is also a member of the United Nations Millennium Project on the Millennium Development Goals, the internationally agreed goals to reduce extreme poverty, disease, and hunger by the year 2015.  Over the last 14 years, Dr. Bajpai has been working at different U.S. universities beginning with the Massachusetts Institute of Technology (MIT) in 1992; Harvard University from 1995 to 2002 and since July 2002 till date at Columbia University. Dr. Bajpai worked at the Indian Council for Research on International Economic Relations before moving to the Economics Department at MIT.

Dr. Bajpai is considered to be a leading economic advisor of his generation. For almost two decades, Dr. Bajpai has been studying the challenges of economic development, poverty alleviation, and globalization and advising governments, both at the Central and the State levels. Since June 2004, Dr. Bajpai has had the high honor and privilege of advising Dr. Manmohan Singh, Prime Minister of India and several of his Cabinet Ministers, including the Minister of Health and Family Welfare. Earlier, between 1999 and 2004, Dr. Bajpai served as an economic advisor Shri Atal Bihari Vajpayee, former Prime Minister of India.

      Dr. Bajpai is the recipient of several honors and awards. In 2008, Dr. Bajpai was awarded the ‘Padma Shri’ by the President of India. In the category of ‘Literature and Education’, Dr. Bajpai is the youngest awardee ever since the Padma Awards were instituted in 1954 having been conferred the award at the age of 45.

      Chief Minister Tarun Gogoi, who had met Dr Bajpai during his visit to USA in September 2009, will have detailed discussions on various development initiatives with him.
