The Congress-led alliance Government under the able and dynamic leadership of Chief Minister Shri Tarun Gogoi has completed one year in office on May 14, 2007. Though one year is too short a period to evaluate the performance of a Government, the present Government has initiated a slew of initiatives on various fronts and laid a strong edifice on which it can help build a stronger, surer and self-reliant Assam in the days ahead. To achieve the desired objectives within a set time frame it has already set in motion the process of fine-tuning the administrative system to render it people-friendly.

Following are the highlights of the achievements made by the following departments in 2006-07.

FINANCE
» Formulating a new roadmap for economic strategy for the next five
years.
» Per capita income is expected to be Rs.20143 at current prices and Rs.15585 at constant (1999-2000) prices as per advanced estimates for 2006-07.
» Raising Dearness Allowance to 79 per cent.
 
 AGRICULTURE
» According agriculture the highest priority with a view to ensuring remunerative prices to the farmers for their produce. Allocation for agriculture sector increased to Rs. 365.50 crore in 2007-08 as against Rs. 327.52 crore in 2006-07.
» 1388290 drought-hit farmers extended financial assistence through 2446798 farmers' groups in 2006-07.
» Massive Ravi crop cultivation done under National Calamity Management Funds to tide over the loss caused by the drought-like situation last year.
» Diesel worth Rs.1.17 crore distributed free among the farmers to run the pumps to pump in water to the paddy fields. As a result, 36708.4 hectare brought under Sali cultivation thus benefiting 90425 farm families.
» 90410 quintals of certified seeds of black gram distributed thus benefiting 30136 affected farm families.
» Vegetable seeds free of cost given away to 869564 drought affected farm families worth Rs.434782 covering an area of 56971 hectare.
» 4 lakh drought hit farmers were aided by tractors to till their land free of cost covering 4 lakh bigha involving Rs.8 crore.
» The State Agriculture Policy formulated to pave the way for development of sustainable agriculture among the rural populace.
» SC and ST cultivators accorded priority. Demonstration of 1076 pulse and oilseed crops was held; 486 hand carts and 30 power tillers distributed to ST farmers. Similarly, demonstration of 1028 pulse and oilseed crops were held together with distribution of 538 hand carts and 31 power tillers to SC cultivators.
» Farm mechanisation given added thrust with induction of tractors in a big way. 503 tractors and 138 power tillers distributed among the farmers in 2006-07. Till date, 1057 tractors and 3877 power tillers were given away to farmers under different schemes.
» Under the programme of assured irrigation, 2.30 lakh STWs, 31,000 low lift pumps and 362 sprinkler and drop irrigation system distributed, besides developing 400 community tanks.
» Under Assam Agricultural Competitiveness Project funded by the World Bank, 160 tractors, 220 power tillers, 1112 STWs and 444 Low Lift Pumps were distributed to farmers.
» 48,000 thousand Kishan Credit Cards (KCCs) worth Rs.51.02 crore were given away to farmers.
» Under the Crop Insurance Scheme, 37,209 farmers benefited.
» Vegetables, fruits and spices registered a growth rate of 48.14 percent, 2.31 per cent and 10.15 percent respectively.
» Floriculture has emerged as a highly potential sector with the coming up of 15 big and 67 small nurseries besides 19 medicinal plant gardens in 2006-07
» 723 Self-Help Groups (SHGs) comprising women have been extended financial assistance.
» 10 cold storages, 25 village markets and two wholesale markets renovated.
» Augmenting the production of crops through Plant Health Clinics, Tissue Culture Laboratories and Gardeners Training Centres.
» 1700 hectare brought under cashew cultivation, a remarkable achievement in the agriculture sector
» Creating markets for potatoes, vegetables and flowers through public-private partnership.
» For the first time ever in the annals of agriculture sector in the State, the first consignment of 17.5 metric tonnes of Joha rice exported to Europe. 92 hectares of land in three districts of Lakhimpur, Sonitpur and Darrang involving 154 select farms being cultivated for the aromatic Joha rice.
» Implementing a revival package for short-term agricultural credit institutions based on the recommendations of the Baidyanathan Committee. Under this package, a total of Rs.282.45 crore will be available of which Rs.189.58 crore will be provided by Government of India and rest by the State Government. Meanwhile, the State Government has released Rs.20.83 crore.

» 3254 km all-weather roads constructed under various heads viz., PMGSY, MPNA, NLCPR, Central Road Fund, NEC and RIDF
» 221 RCC bridges constructed
» Construction of National Games Village amounting to Rs. 108.36 crore
» Construction of Capital complex amounting to Rs. 114.98 crore

» 5579 km roads under different schemes going on.

NATIONAL HIGHWAYS
» The foundation stone of the Rs.238.44 crore fifth bridge over the Brahmaputra at Saraighat laid by Hon'ble Prime Minister, Dr. Manmohan Singh at Amingaon, Guwahati on April 8, 2007.
» Construction of 181 km of six National Highways under SARDP-NE programmes underway at a cost of Rs. 353.35 crore - the most notable being the historic Stilwell Road (NH-153) from Lekhapani to Jairampur (23.70 km) at a cost of Rs. 46.89 crore.
» Two RCC bridges, one over Nambor river near Garampani and the other over Lungit river on NH- 36 completed.
» Four-laning of Assam portion of East-West Corridor from Srirampur to Silchar underway.
» Four-laning of NH37 from Nagaon to Dibrugarh covering 315 km under Special Accelerated Road Development Programme for North East.
» Two-laning of 24-km stretch of National Highway from Lekhapani to Jairampur.
» Upgrading of State roads under Central Road Fund covering 530 km at a cost of Rs.16173 lakh.
» Improving State Roads of Inter-State connectivity under Centrally Sponsored Scheme covering 56.23 km to the tune of Rs.1942 lakh.
» Upgrading State Roads of economic importance under Centrally Sponsored Scheme covering 44.24 km at a cost of Rs.1263 lakh.
» Reconstruction of the road bridge over river Barak at Badarpur.
   
PROJECTS UNDERTAKEN
» The four-laning of Gauhati University bye-bass of NH 37 from LGB International Airport to Junction point at Jalukbari to begin soon.
» Work on the Silchar bye-pass will start soon; preliminary survey work nearing completion.
» A Traffic Rotary along with an ultra modern multi-storied parking plaza to come up at TC School Junction, Guwahati.
The PWD has created a landmark in improving road connectivity of about 10,000 km roads in both urban and rural areas of the State.
PANCHAYAT & RURAL DEVELOPMENT
» Launching a new scheme called Backward Regions Grant Scheme in 11 backward districts of the State in 2007. Each district will get an additional Rs.15 crore annually for developing infrastructure and filling gaps in development programmes.
» Under Randhanjyoti, about 1.43 lakh LPG connections have been given to widows and BPL families. Rs.1.5 crore allocated for the programme in 2007-08 budget.
» Under Indira Awas Yojana, 125441 dwelling units have been constructed in 2006-07 at a cost of Rs. 36388.67 lakh. 83984 IAY houses built for the rural poor in 2005-06.
» Old age pension is being granted to 6,28,949 beneficiaries at the rate of Rs.200 per month under the National Old Age Pension Scheme.
» Introducing two new schemes for the poor and physically challenged students viz., one merit scholarship for children below poverty line and the other special scholarship to the physically challenged students.
» Under SGSY, 1,24,719 SHGs have been formed with 22,659 SHGs linked up with banks.
» 632.34 lakh mandays have been generated under SGRY as against a target of 800 lakh mandays.
» Six new districts have been included under the National Rural Employment Guarantee Scheme taking the total number of districts under the scheme to 13.
» Under NREGA, 9,16,753 job cards have been issued generating 553.74 lakh mandays.
» National Rural Employment Guarantee Scheme extended to 13 districts of the State.
» 9,16,753 job cards distributed, providing employment opportunities to 7,92,270 families.
» Under Indira Awas Yojana, 1,26,889 dwelling units constructed.
» Backward Regions Grant Scheme launched in 11 districts of the State. Under the scheme, each district will get an additional Rs.15 crore annually.
» 23,031.67 km road constructed and renovated including 18,212 km under Sampurna Gramin Rojgar Yojana.
» 1,217.89 lakh mandays generated including 649.17 lakh under Sampurna Gramin Rojgar Yojana. Under the scheme, Rs.2.97 crore utilized on protection of Manas river and Rs. 9 crore for Aie river embankments in Bongaigaon district, Rs.6.67 crore spent on construction of link road between Namborpara to Chaklagaon Goan Panchayat, Rs.2.10 crore utilized on beautification of Koyakujiya Lake to attract tourists, taking up anti-erosion scheme of Brahmaputra at Jaleswar in Goalpara district and Rs.3.87 crore for echo recreation park at Kumri lake.
» 6553 bridges/culverts constructed, 1282 school buildings, 58 sports complexes and 1934 ponds constructed.
» 6,28,949 aged persons provided with monthly pension.
» 3968.81 hectare rendered useful for agriculture. 4539.55 km embankments strengthened.
» 15,511 Self Help Groups formed
» Conservation of 9,79,809 cubic metre water through 1,325 schemes for paddy fields
» 814 Self Help Groups provided with Government assistance, besides loan to 497 SHGs involving Rs.7.82 crore.
 
HEALTH & FAMILY WELFARE
» Inducing qualitative changes in the health sector particularly in primary health care. Rs.966 crore
received as grant from the 12th Finance Commission towards this end.
» Upgrading 103 Community Health Centres (CHCs) with an investment of Rs 40 lakh each, Rs. 1 lakh each to 149 BPHCs, Rs.1 lakh each to 1200 Sub Centres and Rs.3 lakh each to three Sub-divisional Hospitals and Rs. 5 lakh each to 20 Civil Hospitals.
» Popularising low cost sanitation in a big way to preempt many diseases.
» Encouraging and promoting institutional delivery with incentive of Rs.1400 per delivery case in the rural areas and Rs.1000 in urban areas under Janani Suraksha Yojana (JSY). 1,85,506 women have benefited so far.
» Raising diet money for patients of medical colleges from Rs. 10 to Rs. 25 per day.
» Enhancing the existing rate of stipend for PG students of medical colleges from Rs. 7000 to Rs. 11000 per month.
» Raising the incentives for doctors working in rural areas from Rs. 3000 to Rs. 5000 per month depending upon their rank and seniority.
» Extending Mobile Medical Units (MMUs) to each district. 27 MMUs have been sanctioned at a cost of Rs. 50 lakh each.
» Stepping up the National Rural Health Mission by engaging 2830 ANMs and 523 GNMs on contractual basis.
» Evolving pragmatic measures to deal effectively with malaria by constituting a task force.
» Immunization of children has more than doubled from 30 per cent in 2005-06 to 65 per cent till February 2007 at the end of 4th round of immunization drive.
» Massive modernization of Gauhati Medical College & Hospital at a project cost of Rs.100 crore is going on in full swing with similar projects taken up for Assam Medical College and Silchar Medical College.
» Providing funds to hospital management committees to carry out repair, renovation and maintenance of health institutions in the State.
» Pressing into service 350 ambulances to all PHCs and CHCs to facilitate quick mobility of doctors in rural areas.
» Setting up a University of Health Sciences named after Srimanta Sankaradeva at Guwahati to give a fillip to training and research in modern, homeopathic, ayurvedic and unani systems of medicine.
» Construction work of three new medical colleges at Jorhat, Tezpur and Barpeta underway. Rs 90 crore has been earmarked for the same.
» Setting up of five new civil hospitals at Kamrup, Baska, Udalguri, Bongaigaon and Chirang at a cost of Rs.10 crore each.
» Upgrading 35 PHCs into First Referral Unit (FRU) at a cost of Rs.14.90 lakh each.
» Identifying 120 institutes for providing institutional delivery. Of the 120 institutes, 50 PHCs are being taken up at a cost of Rs.5.30 lakh.
» Five new regional diagnostic centres will come up at Kokrajhar, Mangaldoi, Hailakandi, Haflong and Mohendra Mohan Civil Hospital at Guwahati at an estimated cost of Rs.17.50 lakh each.
» Eight new GNM Training Schools will be set up at Darrang, Karimganj, Hailakandi, Morigaon, Kokrajhar, Goalpara, NC Hills and Karbi Anglong districts at a cost of Rs.5 crore each.
» Four new Paramedical Colleges of Nursing under public-private partnership will come up at Mohendra Mohan Civil Hospital, Guwahati, Civil Hospital, Nagaon. AMC&H. Dibrugarh and SMC&H, Silchar.
» Three new MRl machines have been sanctioned for three existing medical colleges and will be installed by April next.
» An MRl machine will be provided to Jorhat Civil Hospital at an estimated cost of Rs.8 crore.
» Constructing permanent infrastructure for 3,000 sub-centers that do not have buildings of their own. Rs.60 crore has been allocated for 750 sub-centers in the first phase.
» Boat clinics for char areas will be pressed into service in the financial year, 2007-08.
» A modern diagnostic technique 'PETSCAN' will be set up at GMC&H in the current financial year.
» A new Department of Oncology will be opened at GMC&H in 2007-08.
» DM and M.Ch. courses in as many as 10 super speciality departments like Haematology, Cardiology, Cardio-Thoracic Surgery, Plastic Surgery, Paediatric Surgery, Nephrology, Gastro-Enterology, Neuro Surgery, Neurology and Endocrinology will be started at GMC&H in 2007-08
» Poor patients coming to medical hospitals for heart ailments will be provided pacemaker at an affordable cost.
» Six new state-of-the-art Mobile Medical Units will be provided to the three medical colleges as well as Jorhat.
» Adopting a new Drug Procurement Policy to ensure adequate supply of quality drugs to different health institutions in the State.
» A new set of admission rules has been framed to render the admission process more transparent.
 
EDUCATION
» Ensuring vigorous implementation of Sarba Siksha Abhijan Mission.
» Upgrading facilities in Gauhati and Dibrugarh varsities by raising the annual grant-in-aid to Rs. 25 crore and Rs. 12 crore respectively.
» Incentives to 4,451 venture institutions viz., Arabic College, Madrassa, Sanskrit Tol, among others, to the tune of Rs 18.82 crore.
» To pave the way for a Model School in each Development Block in the State, financial grant of Rs. 10 lakh each has been given to 219 provincialised High and Higher Secondary Schools in 2007.
» Setting up private universities to give a boost to higher education in both technical and non-technical professional courses.
» Distributing free textbooks to students of primary and upper primary courses.
» Constructing 4,302 additional classrooms under PMGY and 11th Finance Commission.
» Providing cooked mid day meal to children of Class I to IV in all provincialised/ Government primary schools.
» Raising the rate of stipend for disabled children of upper primary and primary schools to Rs. 75 and Rs. 50 respectively.
» Setting up a third Engineering College in the State.
» Opening a new polytechnic at Diphu for the academic session 2007-08
» Promoting distance education by setting up an Open University named after eminent educationist Krishna Kanta Handique.
» Introducing a five-year LLB course in Government Law College, Guwahati.
» According Kokrajhar College the status of a Government college.
» Setting up a campus of Gauhati University at Kokrajhar
» Promoting private educational institutions to set up institutions through public-private partnership.
 
POWER
» Improving the overall power scenario in the State with the commissioning of the 100 MW Karbi-Langpi Hydro Electric Project by Chief Minister Shri Tarun Gogoi on April 6, 2007. Moreover, the 38 MW Lakwa Waste Heat Project, 150 MW Lower Kopili Hydro
Electric Project, 6 MW Lungnit and 9 MW Myntriang Hydro Electric Projects will be commissioned soon. On top of this, power sector will get a major boost with the coming up of 500 MW coal-based power station at BTPS complex by NTPC Ltd. Moreover, revival of
  Chandrapur Thermal Power Station and plans to set up 235 MW project at Namrup and 120 MW coal based Thermal Power Station at Borgolai are on the anvil.
» Commissioning of the first ever independent hydel project, the 100 MW Karbi Langpi Hydro Electric Project at a cost of Rs.205 crore.
» 33 new 33/11 KV substations have been commissioned at Bamunimaidan, Six Mile,
Kalapahar, District Jail, Garchuk, North Guwahati, Baghmara, Demu, Dhamdhama, Kharisala, Lakhipur, Jogighopa, Sipajhar, Barigaon, Udalguri, Tezpur, Rangapara, Mizibari, Sonabeel, Dharamtul, Bebejia, Amoni, Kampur, Burapahar, Durgakona,
Joysagar, Namti, Khowang, Barhola, Nakachari, Kakojan, Polibar and Chabua with an investment of Rs.115.5 crore.
» 220/132 KV substation at Agia has been commissioned with an investment of Rs.5 crore.
» 1501 new distribution transformers have been installed under APDRP with a capacity addition of 158 MVA.
» New grid substations to come up at Bokakhat, Moran, Sivasagar, Diphu, Golaghat, Biswanath Chariali, Majuli, Nalbari, Sipajhar, Boko, Srikona and Narangi.
» The process for electrification of all the villages of Tinsukia, Cachar, Goalpara is underway. Rural electrification of all the districts is in the pipeline.
» Solar energy being augmented with more than 1000 households in 16 remote villages of Darrang and Barpeta districts being provided solar homelighting systems.
» Under Chief Minister's Power Assurance Scheme, 136 new transformers have been installed and 250 damaged ones repaired in 2006-07.
» Computerisation of billing/collection at subdivisional level has been completed in 106 locations.
» Construction of new grid substations along with renovation and modernization of existing ones with financial aid from ADB and State Government's contribution taken up.
